This paper presents the constraints on the time variation of the fine structure constant at recombination relative to its present value, Delta_alpha = (alpha_rec-alpha_0) / alpha_0, obtained from the analysis of the WMAP-3yr Cosmic Microwave Background (CMB) data, with an additional prior on the Hubble expansion rate from HST Hubble Key Project. I found out that -0.039 < Delta_alpha < 0.010 at 95% C.L., which brings a 30% improvement to the previous limits from WMAP-1yr data....

We review the observational information on the constancy of the fine structure constant alpha. We find that small improvements on the measurement of ^{187}Re lifetime can provide significant progress in exploring the range of variability suggested by QSO data. We also discuss the effects of a time varying alpha on stellar structure and evolution. We find that radioactive dating of ancient stars can offer a new observational window.

We argue that models in which an observable variation of the fine structure constant is explained by motion of a cosmic scalar field, are not stable under renormalization, and require massive fine tuning that cannot be explained by any known mechanism.

We review properties of theories for the variation of the gravitation and fine structure 'constants'. We highlight some general features of the cosmological models that exist in these theories with reference to recent quasar data that are consistent with time-variation in the fine structure 'constant' since a redshift of 3.5. The behaviour of a simple class of varying-alpha cosmologies is outlined in the light of all the observational constraints.

Recent experimental data indicates that the fine structure constant alpha may be varying on cosmological time scales. We consider the possibility that such a variation could be induced by a second order phase transition which occurs at late times (z ~ 1 - 3) and involves a change in the vacuum expectation value (vev) of a scalar with milli-eV mass. We forecast the ability of future CMB and galaxy lensing surveys to constrain variations of the fine structure constant. To explain the recently reported large-scale spatial variations of the fine structure constant $\alpha$, we apply some models of curvature-nonlinear multidimensional gravity.
