A new topological invariant of closed connected orientable four-dimensional manifolds is proposed. The invariant, constructed via surgery on a special link, is a four-dimensional counterpart of the celebrated SU(2) three-manifold invariant of Reshetikhin, Turaev and Witten.

This paper continues the study of finite-type invariants of homology spheres studied by Ohtsuki and Garoufalidis. We apply the surgery classification of links to give a diagrammatic description, using ideas of Ohtsuki. This uses a computation of the surgery equivalence classes of pure braids. We show that the order of any invariant, in Ohtsukis sense, is a multiple of 3. We also study the relation between the order of an invariant and that of the knot invariant it defines.

Let C be a spherical fusion category. We prove that the Turaev-Viro-Barrett-Westbury state sum invariant of 3-manifolds derived from C is equal to the Reshetikhin-Turaev surgery invariant of 3-manifolds derived from Z(C), where Z(C) is the Drinfeld-Joyal-Street center of C.

We investigate the Reshetikhin--Turaev invariants associated to SU(2) for the 3-manifolds M obtained by doing any rational surgery along the figure 8 knot.
