We show that if M is a hyperbolic 3-manifold which admits a quasigeodesic flow, then pi_1(M) acts faithfully on a universal circle by homeomorphisms, and preserves a pair of invariant laminations of this circle. As a corollary, we show that the Thurston norm can be characterized by quasigeodesic flows, thereby generalizing a theorem of Mosher, and we give the first example of a closed hyperbolic 3-manifold without a quasigeodesic flow, answering a long-standing question of Thurston.

If M is a hyperbolic 3-manifold with a quasigeodesic flow then we show that \pi_1(M) acts in a natural way on a closed disc by homeomorphisms. Consequently, such a flow either has a closed orbit or the action on the boundary circle is M\"obius-like but not conjugate into PSL(2, R). We conjecture that the latter possibility cannot occur.

Given a closed hyperbolic 3-manifold M with a quasigeodesic flow we construct a \pi_1-equivariant sphere-filling curve in the boundary of hyperbolic space. Specifically, we show that any complete transversal P to the lifted flow on H^3 has a natural compactification as a closed disc that inherits a \pi_1 action. Any closed, oriented, hyperbolic three-manifold with nontrivial second homology has many quasigeodesic flows, where quasigeodesic means that flow lines are uniformly efficient in measuring distance in relative homotopy classes. The flows are pseudo-Anosov flows which are almost transverse to finite depth foliations in the manifold. The main tool is the use of a sutured manifold hierarchy which has good geometric properties.

In this article we obtain a simple topological and dynamical systems condition which is necessary and sufficient for an arbitrary pseudo-Anosov flow in a closed, hyperbolic three manifold to be quasigeodesic. Let phi be a pseudo-Anosov flow on a closed oriented atoroidal 3-manifold M. We show that if F is any taut foliation almost transverse to phi, then the action of pi_1(M) on the boundary of the flow space, together with a natural collection of explicitly described monotone maps, defines a universal circle for F in the sense of Thurston and Calegari-Dunfield.

Quasigeodesic behavior of flow lines is a very useful property in the study of Anosov flows. Not every Anosov flow in dimension three is quasigeodesic. If M is an atoroidal 3-manifold with a taut foliation, Thurston showed that pi_1(M) acts on a circle. Here, we show that some other classes of essential laminations also give rise to actions on circles. In particular, we show this for tight essential laminations with solid torus guts. This paper determines which orientable hyperbolic 3-manifolds contain simple closed geodesics. The Fuchsian group corresponding to the thrice-punctured sphere generates the only example of a complete non-elementary orientable hyperbolic 3-manifold that does not contain a simple closed geodesic. We do not assume that the manifold is geometrically finite or that it has finitely generated fundamental group.
