We present the second of two papers concerning the origin and evolution of local early-type galaxies exhibiting dust features. We use optical and radio data to examine the nature of active galactic nucleus (AGN) activity in these objects, and compare these with a carefully constructed control sample. We discuss Hubble Space Telescope optical images and spectra of NGC 6251, a giant E2 galaxy and powerful radio source at a distance of 106 Mpc (for H_0 = 70 km/s/Mpc). We present morphological and statistical results of a study of neutral hydrogen (HI) in a complete sample of nearby, non-cluster radio galaxies. We detect large-scale HI emission in the early-type host galaxies of 25% of our sample sources. The large-scale HI is mainly distributed in disk- and ring-like structures with sizes up to 190 kpc and masses up to 2 x 10^10 M_solar. We summarize the HI properties of early-type galaxies, in particular the differences in HI morphologies observed in early-type galaxies of different luminosities. We study the properties and the origin of the radio emission in the most luminous early-type galaxies (ETGs) in the nearby Universe (MK<-25, recession velocity < 7,500 km/s) as seen by the 150 MHz Low-Frequency ARray (LOFAR) observations. We discuss the properties of the HI in low-luminosity early-type galaxies. The morphology of the HI is more regular than that of the HI in many more-luminous early-type galaxies. The HI is always distributed in a disk and is more centrally concentrated. The central HI surface densities are higher than in luminous early-type galaxies and are high enough for star formation to occur.
